Roland Gutierrez was born and raised in San Antonio and lives in the San Jose neighborhood. He is a parishioner at Mission San Jose, and is married to the former Sarah Sanchez. The two recently celebrated the birth of their first daughter, Izabella.
Gutierrez earned his Bachelor of Arts Degree in Political Science from the University of Texas at San Antonio in 1995. In 1998, he graduated from St. Mary's University School of Law, was licensed by the State Bar of Texas in November 1998, and has since been a practicing attorney in San Antonio.
Gutierrez has served as District 3 Councilman for the City of San Antonio. He was first elected to office in 2005 and in 2007 he was reelected with no opposition.
In early 2002, Gutierrez established the Tax Freeze Initiative in support of Proposition 13, which would freeze property taxes for senior citizens and the disabled. Through his efforts, and those of others involved with the Initiative, 11,000 signatures were collected to help place Proposition 13 (now known as Proposition 3) on the ballot. Proposition 3 passed with over 82% of the vote May 7, 2005.
During his first Council term, Gutierrez played a major role on the Intergovernmental Relations committee that successfully lobbied for additional Federal funding for the San Antonio River.
Gutierrez also served at the chairman of the Intergovernmental Relations Committee and the Committee for Public Safety. In addition, he served on the Police and Fire Pension Fund Board and was the Council liaison for Brooks City-Base.
Gutierrez' record indicates several innovative success stories in his first term in office. He was the catalyst to the groundbreaking environmental ordinance change allowing owners of Hybrid Vehicles to park for free at City of San Antonio meters.
This ordinance change, the first of its kind in the State of Texas garnered national media attention through many well known publications such as the Chicago Tribune and the New York Times. In addition, the he was featured by Los Angeles based Fox News for this innovative clean air policy.
Having already championed the hybrid, free metered parking pilot program, Gutierrez unveiled Project Clean Air San Antonio in the City's fight to achieve the goal of "Attainment" with the Texas Commission on Environmental Quality (TCEQ).
Gutierrez has also been a driving force in securing San Antonio's second major public University-Texas A&M San Antonio. He successfully participated in Bexar County's lobby effort of the State Legislature during the 2006 special session to help secure the tuition revenue bonds needed for the construction of the campus that is set to open in 2009. Gutierrez also worked with the Texas A&M Board of Regents on securing a site location for the District 3 bound campus.
Gutierrez has also continued to work with other City and business leaders to ensure the success of the Toyota Auto Manufacturing Plant and its positive impact it has had in San Antonio. The Toyota plant has been vital in bringing a balanced economic outlook for the City of San Antonio.
In Gutierrez' spare time, he enjoys reading, traveling, fishing, and golfing.
